Franklin was a member of Jefferson Keane's crew back on the outside. He was charged with being an accessory to the murder of a wedded couple committed by Jefferson Keane and is sent to Oz along with Jefferson and Billie Keane, though it's unknown how long he stays. As he first appeared in Jefferson Keane's crime flashback, he makes another appearance in Oz when he walks behind Ryan O'Reily in the library telling him how his brother, Cyril O'Reily, is a wimp in boxing.
